To sum it up. Recently I found out some games wouldn't start, unless you launched them twice in a row. This would cause an abnormal CPU usage leading my laptop to overheating and shutdown after a while (it's summer in here which doesnt help either).
Seems like it affected Steam also, at least when I was playing certain games.
Did a check with Task Manager today and figured this rundll32.exe process was the one hogging resources.
With some more trouble shooting I came up with two possible solutions which are explained here:
